The issue continues to be reviewed as a larger issue for the CRP. No logic changes will be made in the 2016 AU to address tracking of patients who have been admitted for a high level of care such as for Observation services.

For the ED Measures, if a Medicare patient has a status of observation and is considered to be an Outpatient before being admitted, does the median time from admission to time they left the ED include the observation time as an outpatient if they physically remain within the ED? What if they physically are put into another location outside of the ED?
