      Thank you for your inquiry regarding the recently published eClinical Quality Measures (eCQM) specifications. We appreciate feedback in our efforts to provide accurate and useful guidance. Below is a response to the issues raised.

      The Reporting Stratification has been updated in the interim update to reflect the XML and now states, “The measure is stratified by (1) all patients discharged to a home setting, (2) all patients with mental disorders, (3) all patients transferred to an Acute care, critical access or federal health care facility, and (4) all patients transferred to observation status.”

      The measure stratum logic does not require obsveration status; however, the measure description narrative still contains observation status in the stratification and guidance sections. This is confusing.
