      For purposes of ECQM, If a patient is seen in the Emergency Department, then an Inpatient Admit order is entered into the EMR, then after medical necessity or billing review it is determined that patient should actually be an Observation (OP) patient type and an Admit to Observation order is entered into the EMR, would the patient still qualify to be reported as an Inpatient Encounter? Or should this patient be excluded from the Inpatient measures? Thank you.
