ED-1, If a patient is seen in the ED, and is admitted for Observation and is in Observation for >=1 hour, is it correct that the patient should not be included in the Measure Population?

      If a patient is seen in the ED, and is admitted for Observation and is in Observation for >=1 hour, the current logic will not include that ED Visit in the Measure Population.
      After considerable review and discussion about how to address patients "in observation status", the conclusion was reached that this measure logic will not be changed to address this issue in AU 2016.
       
      This issue will continue to be assessed within the CRP and your insight as an implementer with perspective on the workflow associated with patients admitted for observation would be a valuable contribution to future analysis aimed at finding a better solution.
