Agreement from NLM and CMS on need for alignment; however, the annual update workload could not include harmonization of these VS. This issue will be reviewed in measures for the 2014 annual update and continue through value set harmonization.
The value sets and category designation for "expired" need to be aligned. Expired is used as both a patient characteristic and an encounter attribute.
The OIDS for patient characteristic are:
2.16.840.1.113883.3.666.5.730 titled �Expired� ( measures 528 and 453) defined as ICD9/ICD10, the available codes are terms with descriptions that would not typically be used in clinical charting.
2.16.840.1.113883.3.67.1.101.1.78 titled �Patient Expired (measure 1354) defined as one SNOMED CT.
The OIDS for the encounter attribute of discharge disposition are:
2.16.840.1.113883.3.117.1.7.1.86 titled �Patient Expired�(measure 639) uses both SNOMED CT and discharge disposition codes. One of the SNOMED CT codes does align with �Patient Expired described above.
2.16.840.1.113883.3.117.1.7.1.309 titled �Patient Expired� (measures 480, 435, 436, 439. 441, 373, 374) defined with the same SNOMED CT used above.
2.16.840.1.113883.3.666.5.1146 titled �Hospital Measures � Expired (measures 142, 496) is defined as ICD9/ICD10 using the same codes described above that would not typically be used in clinical charting.
2.16.840.1.113883.3.666.5.1618 titled �Neonatal death (measure 716) is SNOMED CT and is a code NOT used in any other �expired� value set.
