A QDM "Procedure, Performed" has both a relaventDatetime and a relaventPeriod property.  Per instruction in QRDA-895 the measure logic gets to pick how the effective time is exported.  E.g. if the measure uses the relevantPeriod property it should be emitted with effectiveTime/low and effectiveTime/high values.  But what happens if a patient qualifies for two measures, one that looks for relevantPeriod and one that looks for relevantDatetime?  Should we emit the procedure twice?
