This is really not just a question about Relevant DateTime with Physical Exam, Performed for the Hybrid 529 Measure.  It is a question about whether this is a totally new concept or the same/equal to Relevant Period Start. Both Relevant Period and Relevant DateTime are in the "Effective Time" part of the QRDA file.  If it is a totally new concept then we need to create a new place to hold it in the Database.  Just verifying, thank you.
