      Many measures make use of something like:

      X <=24 hour(s) starts before start Y

      To try to capture Y happened because of X. For example there was an ED encounter followed by an inpatient encounter, there is no way to guarantee these are related. There is likely insufficient data to actually capture this relationship, and the time test maybe the best approximation available.
