      There seem to be two questions in this ticket.

      One states "transfer from" is an attribute of a data element and thus can't have a time stamp. The "transfer from" is a 'data category' and can have a time stamp.

      The other asks whether <24 hours will be <24 after the stop datetime (effectivetime high) of the Acute care hospital, Ambulatory surgical center or nursing home or external facility encounter.
