Cypress 3.2.1 expecting encounter performed outside the measurement period

      Using Cypress version 3.2.1 with the 2016.0.2 bundle with duplicated patient data, CMS155 is returning the following error:

      "Cannot find expected entry with templateId = 2.16.840.1.113883.10.20.24.3.23 with valueset 2.16.840.1.113883.3.464.1003.101.12.1024"

      The patient that receives this error is A_Diabetes Peds which in this case was duplicated into two files named "C_Mathis.xml" and "Claire_Mathis.xml", both of which have the encounter.

      That valueset refers to an encounter performed that occurs in 2015 which is outside of the 2016 reporting period. If duplication is turned off, that error does not occur.
