Expected entry of Intervention order which is not used in measure proecessing in QRDA I for CMS69v5

      The value set "2.16.840.1.113883.3.600.1.1528" provided in the attached input file is not used for measure processing and hence not consumed in the database; but the output generated QRDA I file expects this entry and hence the below error:

      "Cannot find expected entry with templateId = 2.16.840.1.113883.10.20.24.3.31 with valueset 2.16.840.1.113883.3.600.1.1528"

      Note: CAT III of this measure is passed on Cypress
