RxNorm term types potentially causing zero denominators

      The inclusion of additional RXNORM term types in value sets is to enhance the convenience for implementers that are attempting to match value set content to information that appears in a single field within the EHR. None-the-less, it is expected that drug orders and administrations within the EHR record do carry all the information necessary to match the SCD information available in existing value sets. Pending value set updates, implementers can align the required EHR components to match the correct existing SCD concept. All the drug concept components used to create any particular SCD are available from the RXNORM terminology and are available through RXNORM APIs. Unfortunately, the measure specifications are locked in until the annual updates each year and so the approach suggested above is the only temporary option.

      This is a followup question related to CQM-855.
      Since the absence of certain term types in the RxNorm value sets could potentially cause zero denominators in some measures, will there be an allowance for that scenario for hospitals that will be capturing data prior to the April 2014 updates?
