Specifically, we would like to confirm whether providing a patient with an ambulatory referral to a smoking cessation program (Referral to Tobacco Use Cessation Counseling Program), or utilizing an AHEC Smoking Cessation pre-referral (Referral to Tobacco Use Cessation Counseling Program), would satisfy the numerator criteria for this measure.

Additionally, we would appreciate clarification on whether placing a referral to a tobacco use cessation counseling program is considered equivalent to counseling being provided for the purposes of meeting the numerator, or if separate documentation of counseling delivered is required.
