We are seeking clarification regarding CMS Measure 138: Tobacco Screening and Cessation  and the requirements for meeting the numerator.

Specifically, we would like to confirm whether providing a patient with an ambulatory referral to a smoking cessation program (Referral to Tobacco Use Cessation Counseling Program), or utilizing an AHEC Smoking Cessation pre-referral (Referral to Tobacco Use Cessation Counseling Program), would satisfy the numerator criteria for this measure.

 Any guidance or clarification you can provide on whether these referral methods meet the intent and requirements of the numerator would be greatly appreciated.
