Can ePC-02 be submitted in QRDA format with missing parity, term, and/or preterm values?

Vendor states that ePC-02 data cannot be submitted as QRDA file with blanks, so eCQM report is inserting zeros for parity, preterm, and term data elements that are blank. This will cause errors in measure outcomes, as the specifications state cases qualify based on G1 OR P0 OR term and preterm 0. Example: patient is G3P2 with no values documented in electronic record for term or preterm. The vendor report is inserting zeros for the blank fields, which would cause this case to be in numerator/denominator, instead of being IPP denominator not met.
