      Thank you for your question regarding CMS349v7. The timing phrase "day of" was added to this definition to ensure day level precision when capturing patients in the Initial Population. With the ‘day of’ operator, comparisons are actually performed at the ’day’ level and ignore the time component. For example, by adding "day of" it ensures that patients being seen up to 11:59PM on the last day of the measurement period, in any time zone, are included in the initial population.

      For the 2025 CMS349v7 HIV Screening measure the initial population definition is: 

      Patients 15 to 65 years of age at the start of the measurement period AND who had at least one outpatient visit during the day of the measurement period

       

      In the definition, what does "during the day of" mean? This phrase is new language compared to the 2024 version, and when I read the initial population definition the sentence does not make sense. Is it just an error because when I look at the logic statements for 2024 and 2025 they are the same?
