CMS986v4 - CY2025 - Initial Population definition is still using the - Inpatient Encounter "during" instead of "ends during" Measurement Period

      Thank you for your inquiry regarding CMS986v2 [Global Malnutrition Composite Score (GMCS)]. The current logic for Reporting Period 2025 does still include only encounters that both begin and end during the measurement period. Though we did intend to adjust this logic to match the submitter’s suggestion, we were unable to make this modification without resulting logic errors. Additionally, input from a variety of SMEs indicated that the current logic aligns with recommended best practice. We look forward to revisiting this issue in AU2025 utilizing new measure tooling and gathering input from additional measure experts.

      Cases that do not start and end in the same quarter (CMS quarterly file submissions) will not be included in the population for any of the quarters. Basically, they will completely fall out of all calculations for this eCQM. I would think that it is not the intention of CMS or the measure developer to not calculate the outcome of these cases.

      Note - this is for the CMS986 v4 for CY2025 eCQM specification of the Global Malnutrition Composite Score eCQM. Jira seems to not allow us to select this eCQM for 2025 Reporting Period.

      I'm looking at the CY2025 eCQM specification for this eCQM and it seems like the resolution provided in this ticket has not been addressed in CY2025. 

      The definition for the Initial Patient Population still uses the

      "...and EncounterInpatient.relevantPeriod during day of "Measurement Period"" instead of "...and EncounterInpatient.relevantPeriod ends during day of "Measurement Period" which would then align the eCQM with all other inpatient eCQMs.

       

      Do you know if this is intentional or is CMS planning to update this (change the definition to use "ends during" in the CY2025 eCQM specification and provide an updated spec?
