      A person who has had narcolepsy at any point in their history should be excluded.

      This was changed in the recently-completed annual update (CMS136v3). The revised measure is available on CMS's website at http://www.cms.gov/Regulations-and-Guidance/Legislation/EHRIncentivePrograms/eCQM_Library.html

      In the narrative section of this measure, it states "Exclude patients diagnosed with narcolepsy at any point in their history or during the measurement period."

      However, in the next section, it is stated "OR: "Diagnosis, Active: Narcolepsy" starts before start of "Measurement Period"

      Should a patient be excluded if they are diagnosed with narcolepsy during the measurement period but it was not active prior to the start of the measurement period?
