Upon further review of this measure we have determined that some data elements can be difficult to capture. After discussion with the measure steward, it was decided to remove the radiologic findings: abnormal denominator criteria, and instead include a denominator exclusion with radiologic finding: normal chest x-ray/CT scan. It is expected this will be an easier data construct to find. By moving the logic and revising the radiologic finding, the original value set with abnormal findings (2.16.840.1.113883.3.666.5.1105) is no longer used by the current version of the measure and a new value set was added to the logic (“Hospital Measures-Radiologic Finding-Normal SM-CT” SNOMED-CT Value Set (2.16.840.1.113883.3.666.5.2365). The April specifications you note use this new approach. Additional information can be found under CQM-226.

You can still find the original value set in VSAC because all versions must remain available.

Response to July 15, 2013 post:

Thank you for bringing the discrepancy between the April 1, 2013 and the July 15, 2013 eCQMs to our attention. Our review identified a value set correction occurred for NQF0147 after the eCQM package was posted for the April 1, 2013 release. The corrected value set (OID 2.16.840.1.113883.3.666.5.1105), associated with a logic revision, was made before the April 1 release. The new coding added to the value set changed the intent of the original value set. To retain consistency in the application of the original coding, the corrected value set was assigned a new OID (2.16.840.1.113883.3.666.5.2365). The measure was reposted by midnight April 2, 2013.
Additional corrections were made to grouped value sets for NQF0527 and NQF0528. A vaginal hysterectomy code was removed from the Vascular Surgery grouped value set and placed correctly into the Vaginal Hysterectomy groped value set. This correction did not affect the eCQM logic or value set OIDS.

CMS is considering options for notifying the eCQM user community about this and similar measure concerns.

      Valueset OID 2.16.840.1.113883.3.666.5.1105

In the December specifications this was "Hospital Measures-Radiological findings consistent with pneumonia"

In the April specifications this is "Hospital Measures-Radiological findings normal"

On the Value Set Authority Center website https://vsac.nlm.nih.gov/ this OID still comes up as "Hospital Measures-Radiological findings consistent with pneumonia"
