The measure as written does not reflect whether a patient has received quality care because of the timing issues described in reportable issue EKI-13. This has negatively impacted performance and utility at Riverside University Health System and Social Action Community Health System.

I am unable to comment directly on EKI-13 but the respective Quality Directors of RUHS and SACH, Drs. Shunling Tsang and Kevin Shannon suggest the following simplified logic to clearly indicate whether a patient is receiving quality care:

They recommend a patient should numerator compliant if

      1. The most recent BMI is documented in the measurement period AND
      2. If the most recent BMI is abnormal, a recommended follow-up is documented during the measurement period.

(FYI The reason for follow up should be inferred from the BMI value - no additional documentation should be required)
