All seven stroke measures allow for the Denominator Exclusion of “Patients admitted for elective carotid intervention”. However, the algorithm designates the Inpatient Encounter Value Set 2.16.840.1.113883 .3.117.1.7.1.23, which includes other admission types that would not be considered elective.
