Thank you for your inquiry. The encounter value sets used by eCQMs do not include code modifiers. These value sets only include the encounter code, which is the same for telehealth encounters and in-person encounters. Therefore, the eCQM logic and value sets do not differentiate between in-person encounters or telehealth encounters when "telehealth-eligible" codes are applied. In instances where a POS modifier is applied for billing and is submitted for the eCQM, only the encounter code is used by the eCQM and the modifier is not used.

I have looked at the telehealth guidance ( https://ecqi.healthit.gov/sites/default/files/2020-eCQM-Telehealth-Guidance-Document.pdf ) referenced in ticket CQM-4014 . How do you acount visit codes in that measure that are provided via telehealth (e.g. 99213 with a POS modifier for telehealth).
