Need to fully understand the intent of "overlaps" in measure logic.

      ​The original question (CQM-1811) asked about CMS179, which has the following logic:

      · AND: "Diagnosis, Active: Atrial Fibrillation/Flutter" satisfies all
      • starts before start of "Measurement Period"
      • overlaps "Measurement Period"
       
      The Satisfies all requires the diagnosis to both start before the measurement period and overlap the measurement period, so it is limiting the diagnosis to a left overlap.
       
      CMS122, CMS124 and CMS131 state:
       
      AND: "Diagnosis: Diabetes" overlaps "Measurement Period"
       
      These measure only use "overlaps", so right, left, inner and outer overlaps are all acceptable.

      In CQM-1811 the solution states:
      • overlaps "Measurement Period"
      This includes all active diagnosis for AFIB that has started anytime before the beginning of the MP and overlaps it. This means that any active diagnosis that begins before the MP and continues to be active and unresolved beyond the end of the MP (right-side overlap) will be included.

      When reviewing the logic guidance document, the definition of overlaps includes:
      Since events can have a left overlap, right overlap, inner overlap, or outer overlap, the Overlaps operator uses the start date/time and end date/time of each event to determine if there is overlap.

      The logic guidance indicates that all (left, right, inner and outer overlap) are included in the definition, which conflicts with the statement in CQM-1811, where right overlap is the only one noted. Please elaborate on the full definition of "overlaps".

      The measures highlighted in this case are just examples. Almost 2/3 of the measures have some reference to overlaps.
