      The logic ‘AND NOT: "Occurrence A of Diagnosis, Active: Atrial Fibrillation/Flutter" ends before start of "Measurement Period"’ excludes all events/occurrences of active Diagnosis for AFIB before the measurement period started. If there was ever was an active diagnosis for AFIB earlier to the beginning of the MP, it should have an abatement date recorded. In other words, it will include all active diagnosis of AFIB that started before the MP started, and are yet to be resolved.

      CMS 179 v4 logic states:
      AND: "Diagnosis, Active: Atrial Fibrillation/Flutter" satisfies all
      • starts before start of "Measurement Period"
      • overlaps "Measurement Period"
      This includes all active diagnosis for AFIB that has started anytime before the beginning of the MP and overlaps it. This means that any active diagnosis that begins before the MP and continues to be active and unresolved beyond the end of the MP (right-side overlap) will be included.

      So, both v3 and v4 are logically equivalent.

      QUESTION: This is a general question for all CQMs that apply:

      Does the phrase ‘overlap measurement period’ mean the same as ‘AND NOT: … Measurement Period’?
      Take CMS 179 for example, version 3 stated, ‘AND NOT: "Occurrence A of Diagnosis, Active: Atrial Fibrillation/Flutter" ends before start of "Measurement Period"
      However, version 4 has been updated to, ‘"Diagnosis, Active: Atrial Fibrillation/Flutter" satisfies all overlaps "Measurement Period"

      Are both statements the same?
