The intent of this measure is to assess if the patient is actually on the medication, which is why the measure requires "Medication, dispensed." However, we have heard from stakeholders that dispensing information is not available to most providers. For the 2016 Annual Update, we will be recommending a change to “medication, ordered.” However, in the meantime, providers will be assessed against the current logic, which uses “medication, dispensed.”

For CMS 126, the description refers to "appropriately prescribed" asthma medication during the measurement period. But the numerator states "Patients who were dispensed at least one prescription for a preferred therapy during the measurement periodod." Since most EPs do not dispense, they prescribe, how is this measurement supposed to be calculated in an EMR?
