      When creating files for Attestation Batch Upload, how should the performance rate be reported for measures where the provider has a zero denominator and zero numerator? Reporting zero would be inaccurate. An example where this may occur is CMS 144, where the denominator is more stringent than the IPP, so that it is possible for the provider to have patients in the IPP but not in any other category. Looking at the file CSV_Mapping_Specification_Request_and_Response_Final_01032014.xlsx , the Performance Rate field is defined with datatype decimal, fractiondigits, and the description says: "Performance Rate: Enter a value between 0.0 and 100.0 as the Performance Rate for CQMs." (This is the same as the XML specification.)

      This has obvious similarities with the issue I reported in https://jira.oncprojectracking.org/browse/QRDA-130 , but unlike QRDA, there does not seem to be an option to enter n/a in the Attestation Batch Upload file.
