Zero denominator reporting of performance rate

      In the scenario that you are describing, when both denominator and numerator populations are zero for a proportion measure, this can be reported as <value xsi:type=”REAL” nullFlavor=”NA”/>.

      Please refer to the Supplemental Requirement to the 2014 CMS QRDA III Implementation Guide for Eligible Professionals for Performance Rate Calculation that is published on September 24, 2014 for detailed guidance. Please note, as stated in the guidance, when reporting proportion measures, use of nullFlavor is only allowed for the rare instances.
      The performance rate supplemental requirement document can be downloaded from the CMS eCQM library web site under the QRDA Information.

      When creating QRDA3 files, how should the performance rate be reported for measures where the provider has a zero denominator and zero numerator? Reporting zero would be inaccurate. An example where this may occur is CMS 144, where the denominator is more stringent than the IPP, so that it is possible for the provider to have patients in the IPP but not in any other category. Looking at the CMS EP Programs QRDA Category III release 1 Implementation Guide for 2014, volume 2, version 2.0, I am seeing conformance #18399 but it does not give an example for this.

      This is also a real problem for Batch Attestation.
