The initial patient population includes women who are sexually active. The measure specs use sexually transmitted infection lab orders, diagnoses and contraceptive medication orders to define patients who are sexually active. This is inaccurately defining the initial patient population. Orders testing for sexually transmitted infections does not translate into the patient being sexually active nor does a patient being prescribed contraceptive medications. A 20 year old virgin can have a pap test, a diagnosis of HIV and taking contraceptive medications. The only way to accurately define this population is via patient reported data. In medical practice it is not out of place to ask, "are you sexually active?" when taking an initial Social History or when reviewing/updating the patient's social history at each visit.
