For the 5 hospitals, since their VTE2 measure meets the zero denominator exclusion declaration, you do not need to include VTE2 in your QRDA1 at all. You will attest VTE2 for zero denominator exclusion declaration separately in the attestation system.
Is there a contact to ask about the correct process of submission of zero denominator declarations when we are submitting electronic QRDA1 files. We submitted all four measures for several hospitals knowing that 5 hospitals would need the zero denominator exclusion for VTE2 measure. Our Submission status report does not record the Zero Denominator exclusion instead it says submitted.The quality net help desk said that in order for the Zero denominator declaration to be visible on the report we would need to resubmit QRDA1 files for only the three measures that were met and then enter the zero denominator declaration in Qnet in the area where attestations are entered. We did enter the zero demoninator declaration after submitting our QRDA1 files but it appears that the two processes ( electronic submission vs attestation system) do not talk to each other with the zero denominator declaration if electronic files are submitted. I could not be assured that my submission is accurate so I am having files rerun for 9 hospitals and will begin the process again of submission.I also cannot find this process ( zero denominator in relation to a QRDA1 file upload) delineated in any publication. I have spoken to HSAG in regards to IQR but they too had questions related to successful submission when electronically uploading the QRDA1 file with a zero denominator declaration
