URGENT - Health Information Exchange Measure and its Exclusion measure submission and reporting

      If you meet the exclusion criteria for ACI_HIE_1, then you only need to submit its corresponding exclusion identifier (in this case, ACI_LVOTC_1) and set the value to Yes in QRDA-III. You do not need to report ACI_HIE_1 with numerator of zero at the same time. ACI_HIE_1 and ACI_LVOTC_1 is an either/or scenario.

      According to EC QRDA III IG for 2017 v1.0 ->
      "In order for the exclusion to be accepted, the associated measure must have a zero or null in the Numerator/Denominator field".

      The Final Rule published mentions ->
      Health Information Exchange Measure:
      The MIPS eligible clinician that transitions or refers their patient to another setting of care or health care clinician (1) uses CEHRT to create a summary of care record; and (2) electronically transmits such summary to a receiving health care clinician for at least one transition of care or referral.

      *Proposed Exclusion: *Any MIPS eligible clinician who transfers a patient to another setting or refers a patient fewer than 100 times during the performance period.

      My question is the above 2 information is contradicting each other. HIE is a Base & Performance measure in ACI trans (2017 performance period)

      Should the Numerator & Denominator count be always zero (0) value for the exclusion measure be displayed as 'yes' in QRDA III file. or do we need to show the counts as is and only if the denominator count is less than 100 for the exclusion measure be displayed as 'yes' in QRDA III file. Please confirm the expectation in the QRDA file
