QRDA III - Race and Sex supplemental data clarification

       Can you additionally confirm - if a patient race is unknown or a patient declined to respond; should that patient be reported as "other race" or should that patient NOT be counted in the race supplemental counts?

      Similar question for the administrative sex which you mentioned - counts are only submitted for Male and Female.  For any patients that are unknown, declined to answer, or do not have a sex that aligns with that value set, are they simply not included in the supplemental data counts?  

      We are looking for confirmation on how to handle these specific scenarios and that the supplemental data counts (for person-based measures) are not validated to check that the sum of supplemental counts equals the population total.
