Per https://oncprojectracking.healthit.gov/support/browse/QRDA-952 if a user is attesting for PI_HIE_5 then PI_HIE_1 and PI_HIE_4 should not be included in the QRDA III file. However, at present this guidance does not exist in the 2021 QRDA III IG.

Can details about how to handle HIE attestations in QRDA III for 2021 be added directly to the implementation guide so we don't need to supplement it with a JIRA ticket?
