For Performance Year 2021 QPP MIPS has added the following new Promoting Interoperability (PI) Measure (Alternative). 

Measure ID : PI_HIE_5                    

Measure Name  : Health Information Exchange (HIE) Bi-Directional Exchange

Reporting Parameters : Yes/No

Alternative Measure : QPP CMS finalized to add this new HIE Bi-Directional Exchange measure to the HIE objective as an optional alternative to the two existing measures:

PI_HIE_3 : Support Electronic Referral Loops by Sending Health Information measure 
PI_HIE_4: Support Electronic Referral Loops by Receiving and Incorporating Health Information measure.

Question :

While submitting the data for Performance Year 2021 using QRDA-III 

1.The EC has to send data only for PI_HIE_5  in QRDA-III, and not for PI_HIE_4 and PI_HIE_3 ?

 2.If the answer to  #1 is 'NO' then EC is supposed to select exclusions for  PI_HIE_4 and  PI_HIE_3  or the Denominator /Numerator counts also ?
