The current Care Goal datatype does not provide a way of representing the desired outcome of the goal. Adding a new target outcome attribute would provide a way to express this.

For example:

AND: "Care Goal: Care Goal - Asthma Control Test (ACT) Total Score (target outcome)" starts during "Encounter, Performed: FSA Visit"

This would indicate that an ACT goal was established and a target outcome was recorded during an FSA encounter.
