Issue CCDEESPC-1 highlights the problem that the end of an encounter is not well defined. I don't think anyone really knows what it means. The average person would think that it means that the patient has left the setting of care, but of course in many cases that event is not even recorded. So if it is not that, it is some ill-defined event that happens after that point.
This has to be clarified if it's going to be used in quality measurement. Unfortunately I have no immediate solution.
