The version that my company has is missing a delivery effective time that Mathematica says should be there, so I am checking to see if it is missing in a fresh download or if a mistake was made on our end that caused the missing date. 

Mathematica says there should be an effectivetime high, an effectivetime and only effectivetime low should be null.
