Seeing the below issues in ELM file CMS1028PCSevereOBComps-3.1.001.xml

1) A list of annotations have been added to the file with the following message related to "Risk Variables"

For Example:  <annotation message="You used a string literal: [Acute Heart Failure] here that matches an identifier in scope: [Acute Heart Failure]. Did you mean to use the identifier instead?" errorType="semantic" errorSeverity="warning" xsi:type="a:CqlToElmError"/>

2) Line # 9136 has infinite nested operand xml tag for "Risk variable Maternal Age"

Seeing the below issue in CMS1028-v3.1.001-QDM.html

1) Use of [ ]brackets around Risk variable data elements, that are not seen in other measures or previous version. For example
