Description: unable to export QRDA for CMS133v13 - 500 error code.

STR:
1. Madie/Measures/Find "CMS133v13 - Cataracts: 20/40 or Better Visual Acuity within 90 Days Following Cataract Surgery" measure or create a new CMS133 measure.
2. Test cases tab/ Run tests/Export Test cases/select QRDA

Actual result: the error message is displayed "Unable to Export QRDA. Please try again. If the issue continues, please contact helpdesk." See the screenshot for more info.

Expected result: a zip file is exported.

Notes:
1. All other measures work as expected.
2. Another user tried to reproduce and had the same problem.
