      define "Encounters":
      ["Encounter, Performed"] E
      where E.relevantPeriod ends during day of "Measurement Period"
      and AgeInYearsAt(date from start of E.relevantPeriod)>= 18

      Above is an example of a retrieve of an "Encounter, Performed" without any filter (such as a value set or direct reference code). QDM (and FHIR) test case creation must support the ability to enter these data types.

      It is not currently an issue with FHIR test cases because there is no UI for QI-Core test cases, but this filter-less retrieve needs to be supported in a QI-Core test case UI also.
