Passing Bonnie QDM 5.1.2 test cases are now failing after Bonnie QDM 5.1.3 release

      Bonnie cases that meet denominator exclusion criteria + numerator criteria prior to the Bonnie QDM 5.1.3 release had Expected and Actual outcomes of Denominator Exclusion = 1, Numerator = 0, MO1 = 0, MO2 = 0. After the 5.1.3 release, these cases changed the Actual outcomes to Denominator Exclusion = 1 and Numerator = 1. Note that although these cases process to a numerator, the measure observation have remained correctly at 0.

      There is a known issue: For Bonnie QDM, when measure observations are used in ratio measures, the measure observation logic is being executed against test cases, even if that test case did not first meet the numerator or denominator criteria, as when the denominator exclusion criteria is met. When measure logic cannot be modified, there is no workaround. This will affect the pass rate of the measure. There are not plans to address this in a future release: https://oncprojectracking.healthit.gov/support/browse/BONNIEMAT-1106

      Since we were informed there would be no plans to address this issue, we instituted a logic work-around in the measure last year during AU23, and per Bonnie testing this prevented denominator exclusion cases from evaluating towards the numerator and the measure observations. These Bonnie test cases are also attached which shows 100% passing rate.
      We would like to know what caused this change and get assistance on resolution. We are aware that the Bonnie QDM 5.1.3 release included fixes that may have impacted calculation of ratio measure:
