I have a question about Cypress 3.1.0 and how "Encounter, Performed" is being handled. I saw an earlier issue posted (CYPRESS-848) about how the Encounter Performed Act wrapper is required by QRDA 3.1 and how it was added to Cypress 3.1.0 version. I am seeing that the tool is checking that wrapper exists when uploading QRDA1 file, but it looks like the QRDA1 files downloaded from Cypress do not have that wrapper. Is this an issue with the QRDA1 files Cypress generates? I will attach an example file I downloaded from the Cypress tool.
