I am testing a QRDA1 report, CMS22v5, using Cypress Validation Utility v3.0.3
with the options
2016 Bundle for the 2017 Reporting Period
None (Base IG Only)
QRDA Cat I (R3.1)

This generates a submission error of
1. Documents must contain at least one encounter with a discharge date during the reporting period

I am using the implementation guide
HL7 CDA R2:QRDA I, R1, STU Release 3.1, US Realm, Vol. 2 —Templates and Supporting Material
which talks about the changes to the Encounter Performed templates (page 56).

If I modify the qrda1 document and remove the Encounter Performed Act wrapper from the Encounter Performed, it will pass, but I don't understand why I should do that.
