In the Cypress Validation Utility 2016 eCQM bundle for Reporting Year 2017 measures, the Cypress measure status calculation is incorrect when evaluating the Medication, Discharge template. In investigating patient STROKE_ADULT N B from Cypress 3.1.0 and comparing with our generated XML, the CVU requires the Medication, Active template identifier within subtanceAdministration for the "Medication, Discharge" template:

Our generated XML does not contain the Medication, Active templateId, nor do we believe it is appropriate for this templateId to be present in this section of the QRDA file according to the QRDA R3.1 standard. Can the patient deck be updated to remove the incorrect templateId from the patient test deck and the CVU updated to not require this incorrect templateId?
