Logic Intent/Governance effecting more than 1 eCQM
Description:
We understand the order of computation as specified in
http://www.cms.gov/Regulations-and-idance/Legislation/EHRIncentivePrograms/Downloads/2014_eCQM_Measure_Logic_Guidancev13_April2013.pdf Section 2.3.
However, in the Reported/Expected section of the tests we created where there are measures with Denominator Exclusions, why are Cypress results not removing the patients from the Denominator who have qualified for the Denominator Exclusions? We are seeing this for measures CMS72/NQF438, CMS108/NQF371, and CMS114/NQF376.
An example is attached for NQF371 which shows the Cypress’s expected results as IPP = 4, Denominator = 4, Denominator Exclusion = 3, Numerator = 1.
We believe it should be as IPP = 4, Denominator = 1, Denominator Exclusion = 3, Numerator = 1.
Shouldn’t the Denominator Exclusions be removed from the Denominator?
