      The test patient does meet the Numerator criteria. By eCQM month-math, the difference between 2011-09-24 and 2012-11-01 is 13 months. You can think of it as counting the number of whole months spanned from calendar day to calendar day. (No rounding.) So from 2011-09-24 to 2012-09-24 is 12 months and getting to 2012-10-24 counts as another month. The remaining eight days to 2012-11-01 are ignored. That is, merely crossing from October to November does not count as an extra month. You've got to reach the same calendar day in that month for it to count as another whole month. (It's 13 months for any end date from 2012-10-24 through 2012-11-23. You haven't completed 14 months until 2012-11-24.)

      The patient from our test deck (D, BH_Adult) has their Occurrence A of the assessment on Sept 24, 2011. Their PHQ-9 assessment that is under 5 is on Nov 1st, 2012, which is more than 13 months after the Sept 24th assessment. Since the follow-up assessment must be 11 or more months after the 1st assessment, but less than 13 months later, how can this patient qualify for the numerator?
