For eCQM 22

The patient has two visits.

Patient has Hypertension diagnosis start date 03/11/2022, 11.05 am

Encounter 1 03/11/2022, 11-12 time

Encounter 2 06/12/2022. As per clause, diagnosis should start before the encounter. over here diagnosis is getting charted on the visit 03/03/2022 after start of encounter, hence patient should not qualify for the exclusion. But for the same encounter, exception is charted on the same date but at the end of encounter. Is it because of that patient is not qualifying for the denominator exception
