Expected Value Set OID seems incorrect for QRDA-I visual inspection step for patient Heart_Adult_A and measure CMS 90 / NQF measure “FSACHF”

Obtained the ‘Cypress QRDA Category I Validation Checklist’ named ‘Cypress v2.2 bundle's EP QRDA Category I Validation Checklist’ from the following site:

The Value Set OID in question is located in this spreadsheet on the tab labeled “FSACHF” in row 9. I believe this is stating that the QRDA-I for patient ‘Heart_Adult_A’ (in our Test Deck, Roy Potter) should include the following Value Set OID :

Encounter, Performed: Face-to-Face Interaction 2.16.840.1.113883.3.464.1003.101.12.1048

Our Test Deck for 24 measures resulted in 19 patients. The QRDA 1 validation for patient ‘51d2974728f260da7d00005b Cypress’ / Heart_Adult_A / Roy Potter is in question. We disagree that the ‘Encounter, Performed: Face-to-Face Interaction 2.16.840.1.113883.3.464.1003.101.12.1048’ is required for this patient to pass QRDA-I verification.

We have recorded CPT code 99202 instead of SNOMED code 185349003 for this patient’s encounter dated April 1st, 2012 12:30 - April 1st, 2012 12:30. Thus, the “Face-to-Face Interaction Grouping Value Set” is not utilized during our processing and would not become part of our QRDA-I document.

I have highlighted the statements of the IPP logic for CMS 90 for the patient Heart_Adult A (Roy Potter” in our Test Deck) which we have calculated as true (see attachment for highlighted text). The html file for the patient from our Test Deck is also attached. Please inform us whether or not the value set OID in question is required to pass the QRDA-I visual inspection for this patient / measure.
