In cases where the measure spec has synonymous data criteria (e.g., CYPRESS-1354), we are able to edit the C1 Record Sample Test to swap out the equivalent criteria. It would also be helpful to have the ability to swap out the template data criteria as well. For example, the denominator exclusion criteria for hospice has:

In this case the intervention can be either ordered or performed to satisfy the measure logic. 

We follow the guidance from the QRDA I implementation guide: "For disjunctive criteria (i.e., where a criterion can be satisfied by one of multiple data elements) include minimal smoking gun data for at least one data element." 

Because we always have an order associated with a performed intervention, we only include the Intervention, Order data element in the XML. In the case where the test uses the Intervention, Performed data criteria, we would like the ability to edit the test to replace it with the Intervention, Order data criteria.
