Using Cypress 3.2.1 with data bundle 2016.0.2 to test CMS155v5 C1 and C3, we encounter the following issue.

We download the test deck which includes two files for Marsha Stevens. Neither of the files contains any encounter data.

However when we submit the test deck files to the validator Marsha is expected to include an encounter and appear in IPOP and DENOM, which neither file satisfies.
