In the below attached CMS190v5 measure one patient reported in CAT1 is failing.On analysis it is found that it is due to birth time.Currently we are set only date,month and year in datetime filed ,we are ignoring time it is pssing for around 100 products.In this case for a patient(Joy perez) birth time is in the down loaded xml is 19700101050354 ,but the cat1 for the patient is generated with birthdate as 19700101.seems this is causing the issue.

Please provide a reply asap.Is this bug or in such date came do we need to add the time too?
